With IE open go to tools on the menu bar select internet options > security > internet and change the settings there.

If you do not have administrator access to the sytem settings forgget about it. Those settings can only be changed by a system administrator. Also it is a good thing because activeX is one of the largest security problems in the internet Explorer (any version) known to human's with a computer on the planet.

Use a browser that doesn't use the dangerous Active X

Right click my computer go to properties click hardware and advanced settings look for settings for activeX and click PROMPT not any thing else.

it could be lack of memory do this, goto safe mode and click on more options tab at disk cleanup > cleanup system restore points, here you will get gigs back and dont worry the last restore point is untouched
