well, I tried looking around the page source, and I can't find the codes he used (or, I just didn't have any idea what I was looking at)
got an idea about layout stealers though (no, I wasn't gonna use it)

Try right-clicking the page and selecting "view source." That will show you the HTML code he used. It may also help to ask the person who's page it is. I'm sure they'd be glad to indulge the info. People usually love to feel smart. That's why http://answers.yahoo.com is so popular.

there are many myspace layout sites.
pick a layout from one. They will have a text box with the code. copy the code and paste it into one of your text fields on your main myspace page. No code-writing necessary. Voila!
