All the new houses built in Texas do not have basements. A friend of mine has lived in Texas for the past 26 years and has yet to see tornado or hail damage. When I was buying my house, the realtor said that most tornadoes seem to cut through uninhabited areas, but I don't think this a scientific fact.

Most homes in Texas don't have a basement because the soil is too soft but the whole upstairs being an attic makes no sense because we have multi-story homes here!
