No, Jimmy Carter is always be known as the worst. The economy hit bottom, unemployment was at it's highest and the military was cut back to nothing.

No. He is defintiely in the bottom half, but my suggestion would be Hoover. He lead America into the worst depression ever and showed no leadership or ideas to get us out. He also outlawed the consumption of alcohol which lead to the rise of organized crime.

No there have been worse, not too many but a few, ANdrew Jackson, casued the trail of tears leading to the death of many American Indians, Aberham linclon, divided a country , ordered the largest mass execution in American History when he ordered 39 Santee Sioux hung Richard Nixon, he thought anyone opposed to him politically was a terorist and had them jialed, framed, what ever it took. But I'd place Bush next

Well...that's subjective and depends completely on which individual you ask don't you think? Seems as if you are trying to hear a little preaching to the choir. Could be wrong though.
