Yes, they are essentially the same thing.

SATA, on the other hand, is different creature altogether.

Ata/1xx is eide.

If your are talking about serial ata you can buy a sata pci adapter. You also need to buy a power supply that supports the serial ata power cord.

Yes, I have seen the converter on eBay. I used a smiliar one to put a notebook drive in my desktop.
