Keep it and use it for experimenting, it won't matter if the quality is not 100%

Some things like photo paper may have an expiration date on the package or box it came in. Sometimes the date is a bit hard to find, but will be there if the product has a set shelf life. If it has no expiration date, it should be still good to use as long as it is not damaged in any way.

Check the date on it!
You can store photo paper in the fridge and significantly extend its shelf life as long as the sealed envelope isn't opened.
If it's already past the expiration date, try a few test prints and see what you get. You may have to play around with the exposure an processing times a bit and you may get somewhat granier results. If it's not up to snuff, chuck it.

Photo paper should be stored in an moisture tight bag, preferably a zipper bag to keep the moisture out of the paper. It helps it to keep a longer shelf life.
An actual 'photo paper storage bag' will also be labeled as such and dark in color to keep any light from getting to the raw paper.

No. It might actually be better.Older film has contrast changes.
Even if it's lost its luster, you can have great fun with it, especially with kids. Shadow grams (I think Man Ray was into that big time), pin-hole cameras, etc, might be fun for both you and school, girl-boy scouts or church groups, or kids in general.
If you've got developer and fix, play with it. Be an artist.
PS: I always loved Ilford stuff, because I could develop it. It comes right after Kodachrome 25. Have fun and don't waste it!

Put it on Freecycle.org (there is a chapter in every community). Someone out there would LOVE to have it.
