Yes it can be done, but if you remove the engine from the system altogether, it will be illegal.
The logic is simple: If the engine fails, the vehicle will have a limited reserve of vacuum with which to assist the braking for 2 to 4 applications. Without the engine to drive the vehicle, there would be very little need for the vacuum, as the vehicle most likely won't need brakes, it has no power to move.
On the other hand, if the engine is removed from the system, and an electric pump is used exclusively, and the pump should fail, there could be a potential for catastrophic brake failure, as there is the possibility that the operator MAY NOT NOTICE the loss of vacuum in the reservoir for assistance.
Better to leave the engine in the system, and supplement the vacuum volume with the electric pump. Safer, and legal to boot!!

yes it can be converted, You simply need to plug off the engine vacuum main connection at the engine. Then buy an electric vacuum pump and mount it under the hood on fender well or firewall, attach the old main vacuum hose to it and continue to use the old vacuum resevoir for reserve vacuum and connect the wiring from the pump to an electrical circuit which is only hot when ignition is turned on. good luck
