yes.one in 300 boys is born without a foreskin and some parents have their boys reconstructed.if you were born without one you can try foreskin restoration or reconstruction.

All guys are born with foreskin but some may have more than others. In general though, the average foreskin will cover all or most of the glans/head when the penis is flaccid and when erect may retract fully or may partly cover the head.

From my observations some guys have really long skins and others are quite short. One friend had just enough to cover about 1/2 when limp while another is fully covered even when erect.

Not exactly. It's possible to be born with a really short foreskin that doesn't (or barely) covers the glans even while unerect; however, this is very rare.

there are a few abnomalities check out chordee,hyperspadias and epispadias conditions as well as ambiguous genitalia.
alot of these conditions have been connected to pesticides and other contaminants early on in pregnancy.
