They don't, but it was a "threat" for naughty boys and girls, on the basis that a lump of coal was pretty much as cheap and useless an item a person could get. In urban areas, there might not have been rocks, but originally most heated with coal.
It was also dirty (messy) and thus unattractive in that way as well.

I'll admit it i did not get a lump of coal when i was kid, a brick instead, that year my brothers and i were really horrible children,
so Santa left a us a brick . we had cried our eyes out, we had to think of all the bad stuff we did and apologize to everyone,.
That was the best Christmas present ever,it had made me think how to be a better person, and the true meaning of Christmas.

That's just in the USA, in other countries, children who were "bad" kids will receive a broom or similar threatening things for Christmas.

because they have pouted, because they have cried, they havent watched out, im telling you why... kids get a lump of coal for christmas!!
