I'm going to medical school and want to be a doctor, but I also want to get my PhD in Russian. I can do both at the same time, regardless of the school I go to, right?

In the US, this is not possible.

Medical schools are entirely separate from graduate schools with language programs.

A PhD program in Russian would not accept a student currently in medical school, and vice versa.

This is because PhD programs and medical schools both demand full-time committments. It is not possible to do either part-time.
