Scorpion's move because it brings the opponent to you so you can start a combo as soon as it's within reach. If you use Sub-Zero's freeze ball and you're on one end of the screen and the opponent is at the other end of the screen, and you manage to freeze the opponent, by the time you get there, the opponent might be unfrozen. I'm not sure about this, but I think the spear travels faster than the snowball.

Scorpions move is at least cooler looking, you kind of make them your bi**h. Both are awesome, but give Scorpion his cool points.
