Yes, it is supposed to be primer paint.
Most bridges are finished with the standard silver, and that was the plan with the Golden Gate as well. But the bridge never got to that point. The primer was painted on, the public fell in love with the sight of it at dusk (when the sunlight makes the bridge seem red), and the politicians decided to keep the "International Orange" on a permanent basis.

The name doesn't refer to the color of the bridge. The bridge spans the Golden Gate, which is a strait connecting the Pacific Ocean to the San Francisco Bay.

the golden gate bridge is named after the golden gate that is the body of water that it spans over, the bridge is not supposed to be golden colored. a very common misconception.
primer colors are usually white, right?

Wow I thought for some reason that it was red at least when I went to the balcony of my grandmother, by the way she lives near by the Golden Gate I mean you can see the bridge from her balcony it is a great view opens up in front of you.

it's more of a burnt orange.
did you know that they are painting the bridge every single day, b/c it's so big. once they finish, they start over at the beginning.
