1 is A. He followed Henry Clay's American System ideas, which were designed to help the entire country and bring it together economically, through internal improvements, a higher tariff and a national bank. This only really helped the North and the West. The North benefitted from the Bank and the tariff. The west improved via better transportation to eastern markets.
B is wrong because he didn't do that. C is wrong because he was generally in favor of a stronger federal government. D is wrong because it only attempted to do that economically, not in any other way.

2 is B. Tariffs hurt the South because it made foreign goods more expensive, and it also led to reciprocal tariffs from foreign nations, which meant less foreign purchases of cotton and tobacco.
a is wrong because they didn't care. C is wrong because this was the issue that led them to hate Jackson, and they only wanted to embarass him after the tariff/nullification crisis. D is wrong because there really weren't social programs, unless you count a very small internal improvements program.
