You want to urine when your blader is partially full to a certain extent. Normally, your bladder would signal you to urine when it is full to a certain extent. It would not wait till the bladder is totally full before giving the signal.
It just happen as an involuntary action. You can have a certain amount of control to the urinating time, but the urge is not under your control. It happens when the muscle around senses an amount of urine and this "weight" would cause the muscle to contract and this causes the urge.

Well first let's explain what urine is: Your blood is filtered by the working units called nephrons in your kidneys. The nephrons work to filter your blood, thus, removing wastes and excess water. These wastes and excess water will become your urine after being concentrated to the greatest degree possible. This filtrate will leave your kidneys through the ureters and enter the bladder. The bladder wall is composed of destrusor muscles which contract when the bladder is full which gives the signal that you have to micturate. When the destrusor muscles are relaxed voluntarily, just as you relax any voluntary muscle, the urine goes out of the body via the urethra.

The urine gets accumulated in the bladder and when it is full a signal is sent to the brain and then the brain creates the urge to urinate.

when the filtrate from the collecting duct of the nephrons filters into the bladder ,the sensation of "fullness " is created and a reflex action is initiated which contracts the wall of the bladder bringing about the phenomenon
