Actually, he's a fictional character, but he is true. This is what you should say to children...
Old Saint Nick a.k.a. Santa Claus USE to use chimneys until one cold night, when it was hard to see at night, and that is when Rudolph became a famous little character! With a christmas spirit, and a tap on the nose with his pointer finger, he magicaly appeared in a house. When he does, time automatically STOPS and he puts presents under the tree, and care. He stops to take some cookies and milk, and again, with christmas spirit, he uses his nose and taps it, and he appears back on his sleigh. If that house has no christmas spirit, all they will get it presents from their parents, and a lump of coal in their stockings...so you better be good!
