The street children would be best helped by an improved economy and political reform for the Philippines. The atrocious gap between those Philippine folk who have money and those who don't is heartbreaking. Seeing a family living in a scrap cardboard & metal shack in the shadow of a high-rise building is a common, sad sight. The back-stabbing, two-faced, money-bought politics is of absolutely no help to anyone but themselves. The same could be said of the religious politics.

In the Philippines greed is the way of life. Seldom is ones word is to be taken as fact. The philippines is a sorry mess of poverty due to a self seeking philosophy that will not change until social fabric changes. The rich feed on everyone below them and the small middle class feed on the poor and the less poor feed on the poorest. The street children must be trained to see another way of life that includes giving instead of selfishness.

The people must use all democratic 'forceful' process to obligate the Government to create institutions that those kids be treated with respect and get skills.
One of the most effective process is "Complaint to the UNICEF" and United Nation against Government of Philippine and Brazil who have shown NO respect for children's right whatsoever.
There are a lot of people in this World that they LOVE to accept these Children as their own 'Child' and provide them with the best Educations and Skills in the most advance countries in the World.
The Government of Philippine must make it very easy and lawful, in creating the Children profiles in its embassies to allow the process.

col. John got a bronze star for feeding and organizing the freed prisoners that the Japanese held, also got a sliver star for arming and directing the program of the Philippines to fight back and help take their own island back from the Japanese, i think the guy aided your theory about how the children are even there to begin with, there was a day when he was saving lives in the war too

The government needs to get on the ball and provide safe homes or shelters for these children. Putting funds towards their education and helping with adoption.
