Well! it seems that Santa was smart enough to fly his sleigh low enough that are Radar couldn't pick him up and that's why he was never shot down.

Actually, if you knew your history, you would know that Santa was tracked by CONAD from the first Santa call in 1955, and still is tracked by NORAD, started in 1958, the first year NORAD existed. They always knew who he was and where he was. We can see it on tv, and we used to get the reports on the radio.

Because NORAD would track him. They would see him on the radar, and scramble fighter jets to escourt him through northern Canada, then gave him a free pass to america and south america.
