they could be muslim women people. have been they donning a hijab (head scarf)? in the event that they're then sure, that's a ingredient of Islam. women people could conceal up and down and easily can show their face and arms. In some cultures, women all people isn't aloud to show any pores and skin so their face and arms would be coated. they'd't placed on pants or something tight.

Not only that, I think everyone should be required to wear muzzles to keep from being tempted to bite each other's eyes out.

Some men will be sexually tempted no matter what. Look at the women in the Middle East with "burkas" and all and they still get raped and then they stone them to death for committing adultery. How ironic!
