It is very nice to visit Hanoi . Anyone has ever visited the place will probably tell you Hanoi is one of the beautiful cities in Asia . Hanoi has its own charm that is very unique .
There is no bad seasons to be in Hanoi, all seasons ' climate are generally acceptable .
March is on the Spring which due from Feb to Apr , that is Lunar New Year Holidays and many folks fesivals are held .
The temperature is ranged from 50 degree in F to 81, about 12 to 25 degree in C . 3/4 days of March is rainny and cloudy but dont be afraid of the wet weather , the month is frequently with rains . You can walk around in a rain coat :) . Just kidding . Rains often are light
Mini hotels mostly are cheapest, there are plenty in the old quater streets, prices are from 10 usd to 20 usd / nite . Rooms are clean and nice with hot water, cable TV, some have wifi internet .
Most interesting places are : the old quater ( ancient 36 streets ) rite in the center of Hanoi , where many shops were named the streets with their products . Two minutes walking from the old streets is Hoan Kiem Lake , placed in the heart of Hanoi, beautiful with sidewalk running around under the shade of green trees .
Van Mieu Quoc Tu Giam, ( Temple of Literature and the National University ) , the very first University of Vietnam, you will be overwhelming by its structure and the manuscrips etched on stone standed on stoned turtle . You will find the devotion of knowledge there .
Closed is Hochiminh Maumoselum and Musem, opened only in the morning , except on Mon and Fri . Besides is One Pilar Pagoda , an uniquely gem of architechture, the entire pagoda is held in one pilar, intimating by the form of lotus flower .
Up to northwest is Thanh Nien Road ( Youth Road ) , on the left is West Lake , one of the biggest lakes in Hanoi, there are boat cafes and restaurants and you might want to get a lake tour there , on the right is Truc Back Lake ( White Oleander Lake ), and that made the Youth Road became the most beautiful one in Hanoi, for walking romanticly .
Cross Youth Road and Quan Thanh Street is a Pagoda named Quan THanh, a very spiritual place to visit . Walk down 10 minutes to Youth Rd is Tran Quoc Pagoda, is is a beautiful back drop in the shade of sunset, it is stated on a small island linked from street by a wooden pier .
There is an art show that you would like to attend is the water pupet show , the theatre is on 57B Dinh Tien Hoang st, Hoan Kiem Dist . The show is played frequently everyday, introducing the traditional fairy tales and acient folks music . Fares is 2 Usd /seat .
Best getting around is on foot or cycle . I dont think you want to rent a bikecycle or motorbike if you re not familiar with the traffic that is crowded with many motobikes . And Hanoi is a small city and you can enjoy more scences by walking .
Visiting Hanoi should be trying the famous Pho, and Hanoi has its original :
Pho Bat Dan : 64 Bat Dan st.
Pho Ly Quoc Su : 27 Ly Quoc Su st .
Other famous dish is Cha Ca La Vong, grilled fish served with vemicile noodles and roasted peanuts .
Cha Ca La Vong : 14 Cha Ca ( from within the Old Quater Streets )
I named a few that you would be interested in visiting .
Hope you have a nice trip to Hanoi because it is worth your stay .
One has said : Hanoi is like a very attractive girl that is mysterious, charming and complicated . Once you know Her, you want to get to know Her more .
Cheer !

Wow - some people try to be experts but talk only bulls.....
The weather in March - around 25 Degrees Celcius, mainly dry.
For cheap hotels, follow the websites the other people mentioned or just come and look for mini-hotels, there are many and the rates are between US$12-20 - nice, clean, simple, often even breakfast includued (noodle soup ).
Things to see
- make a 1-day trip to Halong Bay, you can book on advance via Internet or at many offices in Hanoi. You could even just hopp into a taxi, it's a 2 hour ride to go there, but it's beautiful!!!!!
-visit the HoChiMinh Mausoleum an Museum....hey, not so many places to see an inbalmed body!! Don't be scared away by the long line....it's moving fast.
Good food? Everywhere in the little street restaurants. I always followed the rule to go to these places where a lot of people were sitting....and I never got sick.
Transportation - go by taxi, motorbike taxi, bus or...walk!

The average high temp. in March in Hanoi is around 22 deg. C or 72 deg. F; the average low is 18 deg. C or 64 deg. F.
The average rainfall is around 35 mm or 1.5 inches, March being still part of the "dry" season but not as dry as December through February.

For a place to stay, backpackers prefer the following that are also recommended by experts on the Vietnam Travel Guide site:

Viet Anh Hotel (11 Pho Ma May)
Web: www.vietanhhotel.com
(average $20 a night)

Thuy Lam Hotel (17 Hang Ga)
(average $10 a nigh)

Tin Tin Hotel (14 Hang Non)
(average $10 a night)

I agree with Tom T. Here is another budget website of the entire country. http://www.vietnamstay.com/hotel/budget.htm
You will enjoy Hanoi. Loads of good places to eat, great bia hoi and so many nice places to visit. Try this blog site and check some restaurant reviews in Hanoi http://vietnamesegod.blogspot.com/ As for site seeing we enjoyed the Temple of Literature the most; but there are so many other things to see too. For transportation we rented a motorcycle; but city buses are very cheap and taxi's aren't very expensive either.
Good luck and have great visit. Cheers.
