Well there could be a number of reasons, one is your tank setup. If your tank setup is too small, the more aggressive of the two has claimed dominance and pushing the other out. For two sliders I would suggest nothing smaller than a 55 gallon tank.
Another reason is lighting and heating some turtles are more susceptible to lighting and heating requirements. If it is too cold it could force the turtle into hibernation which is not a good idea for a turtle kept in captivity.
Food type could be another reason, some will eat regular dried food from the store, others will only eat live food(guppies and such) **This is the thing I would look at first** Some are just picky eaters!
The final reason that I could think of is your turtle has some sort if ailment. If this is the case then your best option is separating them into two different tanks, and then treat the turtle with the medications that are available at your local pet store. Of even take it to a vet (yes they will see turtles).

Have you tried taking the larger turtle out during feeding time so the smaller one can eat. The larger one might not be letting the other one eat. Its the battle of the strongest out there and the little one might need help :) It might take awhile for the little one to start eating if you take the bigger one out. He probably has been picked on a little bit and will need to learn its safe to eat.

could be a few things but depending on where you live it shouldn't be hibernating at this time of the year, unless you took it to a reptile vet then they would have little or no experience with turtles, i was given a sick cooter by a local pet shop the other week that had R.I (respiratory infection) but i got the poor guy too late & he died the next day, he was just limp, didnt eat or open his eyes & was gaping (looks like yawning) a lot, keep a close watch for mucus & swolen lookin eyes, bring your RES inside, set him up in a shallow warm water set up with a basking rock, monitor the temps of the water (i personally would raise them to 23-24*C) & basking temps of 35*C & 10% U.V emitting reptile bulb, if it is RI & you get it in time this will help but it will still need antibiotics if RI is suspected or it will die

Because the smaller one wants to move to Oregon to live with me! Please!! Sliders are awesome cant get them here though :( We have a sulcata though! Your turtle is hogging the food, feed them seperately.

feed them separately, when you feed them, take one out of the tank and feed the one in the tank, when he's done, take him out and put the other one in and feed him, that way they both get food
