If it about a month since u broke up possibily if it's a week or 2 then he might have been cheating on u & dumped u 2 b w/ her! If it's a few day then yes they were cheating!!

If he had the girlfriend before breaking up with you, then yes. If he breaks up with you and then gets himself a new girlfriend soon after, no.

depends on how soon after he breaks up with you. If it's immediate, then you can almost safely assume he already had her around for a while and was cheating on you

It could be that he was intrested in another girl and broke up with you to go out with her. As long as he waited until he broke up with you, to ask her out then no that's not cheating.
