Since I had told him he could design it any way he wanted, he insists that I pay him the full amount, since he only wanted to use three lines in his design, and not all eight of the ones I gave him. Do I owe him the full price?

Yes since you agreed "he could design it any way he wanted" so that makes it so you have to pay,sorry but yep.However,I would ask him why he didn't use the other 5 "lines" in his "design" knowing you wanted them used. I wouldn't let him do it again next year. Merry Christmas

No, you gave him 8 lines, he can make his own design but he has to use the 8 lines in his design, if he doesnt want to use the 8, pay him 18.75

I would get back the lines that he didn't use, pay him the fifty, and never ask him to put up lights again.
