Buy more memory, it will help
buy a bigger hard disk, it will also help, whenever you are working, you are using data, that data is being store in a hard disk. If you have a very good and fast hard disk, then your computer will be faster.

There are still many uses for old computers and even for Windows 95. However, once you encounter a modern software need or an interface with a new device; like a newer digital camera or MP3 player, you'll probably find that your old PC won't handle the task, regardless of the tweaking you may try.
A capable new PC can be found for under $350 these days...

You can overclock old cpus by about 10% without much danger.
(You will find info under that keyword - if You want to do it).
Win95 performance can be improved by programs such as win95 lite. It basically shut down animations and not needed
processes. You can also do that Yourself.
Start to do so with getting a process manager
that lets You clean that (e. g. jv16 tools older version).
All except Your firewall need not to be in autostart. faily easy to see with that tool.
Else if You cannot find older free jv16 tools use
Autoruns a Free tool by Sysinternals

Hint: there should not be many program exes in autostart ( autoruns calls that section "logon" ) that is not by Microsoft except Your firewall ( and a virus scanner if You machine is powerfull enough to run a guard all the time ) for any windows and AFAIK none except the firewall for windows95.
No printer manager etc. nothing.
If You are lucky You may get some old RAM - that would be good.
But I doubt that it is available at a decent price (if at all).
p. s. download speed does not have much to do with pc speed
just in case but i assume You know.

Upgrade your computer, Windows 95 is kinda outdated. Or else buy more RAM, make sure your motherboard can support.

PPLLEEAASSEE get a new computer u rreeaallyy need 1 I would recommend MS windows xp. I would not upgrade to vista
( Vista is their new operating system) for @ least 6 months after it comes out (it comes out Jan 30).

delete all the stuff you dontneed on your computer by going to your control panel and clicking on add/remove programs and delete everything you dont need or you can go to your control panell and click Performance and Maintenence and it will give you a list of things your computer can do to make it faster
