What are you referring to? To say it to a child? I mean, this is in the newborn/baby section. One and a half months PREGNANT isn't even too soon to say this to your unborn baby.
Now, if you are referring to the baby saying it, I HIGHLY doubt you will hear this from a child that age.
If you are talking about saying it to your significant other, that's different. Do you love him/her? I think we put to many "limits" on when to say the "L" word, etc. Question? Why is it in movies, we all watch the people say "I love you" after 2 weeks of dating and think "Ahh...How romantic?" But when we think about our significant other saying it that soon, we say "Too fast." Now, I'm guilty of thinking "too fast" but I think if you feel that you love them, and you know it won't freak the other person out, SAY IT! I was dating my guy for a little less than 4 months when I said it. I thought I'd NEVER say it "that soon." We were at his parents and he said, "Good night." I was half asleep and said, "Love you." I had been wanting to say it but when I did...I faked being asleep. I thought he'd freak out. He ended up giving me a kiss on the cheek and whispering it back. The next morning he said it again and I knew it was "real." So whenever you feel you are ready and you mean it...and don't throw it around...that's just not something to take lightly.

Your only other question which you posted 15 min before this one is written from the perspective of a woman.
What gives?
How about this, It took me 10 months of dating to be able to say it to the woman I loved.
It freaked her out. I don't know why.
She should appretiate the fact that I loved her, and the time before her that I said it to any other woman was 11 years ago, and I meant it then to.
think what you want, I am just grumpy.
If someone told you that they love you and they are not using you then take their word for it and reciprocate the feeling.

It depends. Are you in love?
My husband, some 5 years ago now, said I love you way too early for me. I was shocked! When I hesitated, he said the perfect thing to me...."It's okay, you don't have to say it back." Believe it or not, that's the instant I fell in love with him. As for a month and a half. My husband proposed around that time. It's all up to you!

When I was younger (I'm 33 now), I'd say no way. But now I feel that is too soon b/c you really don't know a person enough. I guess it depends on your definition of love. How about I really, really, really like you a lot and can't wait to get to know you better.

It might be too soon to know if it's truly "love" ... but no, it's not too soon. Of course you really need to evaluate the person you're saying it to and determine if they're ready to hear it. I don't really think that there's a solid answer to your question...
if you love them, tell them. you might never get the chance again.

If you feel comfortable with saying ''I Love You!'' you shouldnt need to ask that question. Its all about how you feel. If he rejects you for it its either because he isnt comfotable yet, or he isnt the guy for you.
