I know that when calling UK from the US you add 00-44 instead of the 0 that comes before the number. But what if I'm calling a cell phone number. Do I still drop the zero?

Yes. so a number like 079 427 223 would be 004479 427 223 (no one I know by the way.)

Yes, but from the US the international dialing code is 011, not 00.

You dial 011 44 794...

I can answer that because I have called from the Us to Wales. You add the zero in the beginning then 114 for the country code then the number.
