You need to get over your self. You are grown and have children, it is not your brothers job to take care of you. Why don't you try calling the guy who got you pregnant to fix your furnace (or your landlord if you rent). You seem to think your brother is responsible for you and your kids, he's not. So if you want your brother to start talking to you again, try growing up a little bit.
The brick through his window was very childish, (how old are you?), then you make excuses instead of paying for it and saying you was sorry. The landlord probably kept his security deposit.

HOW CAN I GET HIM TO TALK TO ME? WELL YOU CERTAINLY DON'T GET PEOPLE TO TALK WITH YOU BY THROWING BRICKS THROUGH THEIR WINDOWS. GOOD GAWD. DID YOU EVER THINK THAT MAYBE SOMETHING OF AN EMERGENCY NATURE CAME UP AT HIS HOME DURING THAT TIME AND THEN YOU START IN TELLING MOMMY. WHAT HAS YOUR MOM GOT TO DO WITH THIS? STICKING HER NOSE ITO OTHER PEOPLES BUSINESS.
I WOULD SUGGEST WAITING UNTIL A FAMILY GET TOGETHER AND THEN GET HIM OFF IN A CORNER AND KISS HIS BUTT. TELL HOW MUCH YOU MISS HIM AND HOW YOU ARE SORRY ABOUT THAT BRICK THING. BE SINCERE AND MEAN EVERY WORD YOU SAY. BUT, IF HE DOESN'T COME RUNNING THEN YOU HAVE TO ACCEPT THAT. HA MAY COME AROUND AGAIN SOME DAY BUT UNTIL THEN GET SOME ANGER MANAGEMENT TRAINING.

got any more bricks? throw some over there with the kids. only way he wouldnt see em would be if he wasnt there. believe me, he'll come out. and never have someone your close to do work for you. im sure you learned your lesson

What should you do? You made that choice when you threw the brick. While everyone should be forgiving, that's not easy obviously in your family and you folks are on a bad downward spiral.

keep throwing bricks in all his windows and doors and soon he will have to talk to you because all you will have to do is go to the broken window and start talking and he cant do anything about it.
