Only XP has a builtin zip extractor. If you save a zipped file to your hard drive, my suggestion is to download a copy of Winzip to extract it (luckily that's a self-extracted file).

sounds like you need to download win rar. winrar is used to open many files including zip files

You have to get WinZip if you use Windows. Unfortunately, you have to buy it. If you use Mac OS X, It comes with StuffIt Expander for free.

you need an unzipping program, you could try winzip or winrar, also there is zipgenius and it is free
