The walking shoes and the fancy restaurant shoes are going to be different. In January the shoes for walking around should be waterproof and somewhat high cut if not boots. Ankle boots are a good compromise. Make sure they are comfortable. You are running a serious chance of serious snow. Chicago shovels out very quickly but there will be icy and snowy spots. Unless you are wearing slacks to that fancy restaurant and your boots are fairly dressy ( not real likely if you went with comfortable and waterproof) you will probably want a pair of dressier shoes for the restaurants. Flats are a good choice because if you are walking any distance its really hard to negotiate slippery spots on sidewalks in heels.

If you are downtown wear comfortable shoes , or short boots. The sidewalks and streets are usually kept clean there. They would work well in a nice restaurant too, after all it is winter here. We are having nice dry weather right now, but who knows what will happen in January in Chicago.

Lots of chicks wear knee high boots with a heel. Do not wear those nasty-a$s Fugz. Everyone hates them. If you take a cab, wear whatever you want. You'll be walking from the car to the door. There might be snow by then. (There isn't any now)
Don't worry about the slush. You're downtown. It's not bad.

Wear something that you feel comfortable in walking a while and something that could last in the snow. If it snows the sidewalks can get wet with slush. I would not worry so much about fashion worry about your feet because Chicago is a walking city.

These will do. If there's snow on the ground, these will keep your feet dry enough and they look good enough to wear into a fancy restaurant.

I got some new boots for all the snow that was expected but it's been very warm and I've been wearing sneakers most of the time. We had one snowfall and that was only a couple of inches. Now all the snow is gone and it feels like mid fall.
