Same reason why the land is not dispersed into space as a dust cloud or the people and objects thrown off the land, GRAVITY. The gravitational force not only holds the water in but also the air/atmosphere.

Every object is pulled toward the center of the earth, even if the earth were not spinning.
Just like we press the earth, the water is also pressing the earth.
If we consider the spinning of earth about its axis, water is also a part of earth.
The angular speed of water on the surface of earth is the same as the angular speed of the layers of water beneath it. There is no relative motion between different layers of water.
Because of spinning of earth, however, the pressure the water exerts at the bottom is lowered a little.
If the spinning of earth is slowed down, the pressure at the bottom will increase.
Even if the spinning is stopped, due to gravitational pull, water is pulled to ward the center with more force than now.
There is a misconception among many that if the spinning of earth is stopped, then water will spill away from the earth.
That will happen only if the gravitational pull is stopped and not the spinning of earth.

The earth is rotating with uniform velocity, which means that no force acting on the water due to its motion (law of inertia - Newton's first law)
i.e. If the earth stops suddenly the water would spill on the ground
The gravitational force and the suitable temperature on earth keep the water so the velocity of its particles do not increase and reach to escape velocity, also the atmospheric air, mercury (the planet) is a good example for what would be the earth it was smaller and hotter.
Tides is a "Spill" and this is due to the gravitational force between moon and earth.

The Centrifugal and Centripetal forces are at play.
The analogy is like tying a stone to the string and revolving it. The forces are on the string. There are forces on the stone that keeps stone debris from flying out.
Same way, the revolving earth holds the water because of the tremedous force we call it gravity. They have measured it to be 980 dynes/cm^2. It is also the reason why - you, (like the debris on the stone) standing on earth, do not fly off.

I have to add just a bit here.
Yes, yes, yes, we all know about gravity, but there is a better reason.
The water is revolving at the same speed!
Imagine a glass of water sitting on a table on a train traveling at 100Km/h. Would you expect that water to spill? No, because it is also traveling at 100km/hr.
Now, let's take that same glass on a motionless train. The train starts and goes from 0 to 10km/hr very fast.
The water spills, the cup falls and if you are sitting behind it, you get a wet lap that you have to explain to you wife when you get back to your seat.
It is the principle of inertia. Read Newton's Laws and it will explain it all. . .

The object having greater mass, attracts the object having smaller mass. the earth pulls all the objects towards itself, as they all are lighter in mass, due to the force of gravity, hence the water cannot spill out due to the tremendous force of gravity.Not only water but all the things on the earth attracted towards it.

the centripetal force resulting due to the velocity of rotation is equalled by inward centrifugal force in the form of gravitational force.
S, the forces are opposite and equal in nature. This makes the earth to be in equillibrium. And thus, water does not spill from the ocean...
