Go to a state certified cosmetology school and take a course on managing a business like this. Every state has health code requirements, and certification for employees. It can be a lucrative business, and you are a smart man to recognize this.

BigApplz is giving you good advice. I would also suggest that you contact the Small Business Association for help with the actual business aspects needed to get started. Your local Chamber of Commerce would probably be of help too.
