All you can do is report all non-questions.
Maybe next year Yahoo should put out announcements and reminders that this is a question and answer site.
But many people think "If I'm not being rude, then it's OK to say whatever I want." which is untrue.
Unfortunately, Yahoo hides the Guidelines (link at bottom of page in tiny type), so most people don't know about them, and use this site as a chat site.
Report them, and at least those people will learn that non-questions will be removed, and they'll get dinged points.
(I don't mean click thumb down, click Report Abuse -- thumbs don't do anything.)
