You have to buy a card for you computer to do so. A TV Tuner card.
You can either buy a separate stand-alone TV Tuner card or replace / upgrade your video card with one that has a TV Tuner component, such as the ATI 9800 All-in-Wonder Pro ( http://ati.amd.com/products/radeon9800/aiw9800pro/index.html )

you need a video card that will accept a coaxial connection and a tuner card. then you can watch tv and with the right software you can record as well
