I believe you might want to check out the state Oklahoma. Not sure if the law was passed but it was trying to here not too long ago.

In Nre Hampshire you cant get "married", but you can be in a civil union. Same thing, different name....I think you can get a civil union in utah also, but im not a hundred percent on that one.
