Epcot Center at Disney World. There are no outdoor rided to scare anyone, and the few ride they do have are the 'paddle boat' type. It's my personal favorite, as a parent, because there are not long lines.

Disneyland. Many of the rides are very slow.

Legoland there is nothing there which would frighten anyone.
