JUST touched you: No, that would be assault or sexual assault.
Touched you "there": No, that would be sexual assault or aggravated sexual assault.
Penetration (digital): Possibly... either aggravated sexual assault or rape.
It all depends on the country and state... in the US Military "penetration no matter how slight, or the object is rape."
Up to you to call the police or a sexual assault crisis center and get advice... then report it if you chose. Again, it's up to the state laws as to whether or how much time he will serve.

You're 14, getting into these situations.. and unlike my era.. you know the law now too..
THe fact is YES you can have him arrested, especially if you are blonde with blue eyes, and he is either black,asian or a spik..
Happened to me when I was young.. as I have different culture and when a girl grabs me it usually means she is willing.. but apparently not.. a woman can be half naked and groping a guy everywhere.. and the minute he touches your breast without your consent.. then YES it is legally considered a sexual assault!
The age difference isnt really enough to get him in much trouble or for you to get too much of a sympathy vote for this..
By best advice is to keep your legs closed till you hit 18.. and don't hang out with loosers and put yourself in these situations..
Meanwhile, nurture yourself as human being.. you will be glad you did..

It depends how and where he touched you. If there was no penetration, it won't be considered rape, but it might be sexual assault. Call the police and tell them what happened; let them decide what happens next.

no means no, if you said no and he kept going then he could be in big trouble.
But comming from a female who's lived a little life....learn from YOUR mistake, don't get yourself in those situations again because TRUST ME, it WILL happen again.

well, i think if he just touched you that would be assualt not rape. I am not sure of how much "time" he will actually get.

"No" means No, period.
However... touching isn't rape... unless he penatrated you with anything, it will be called something else...
You are both minors so it may not go very far... but it could stay on his record until he turns 18.

get a lawyer...but it would prbably only be sexual misconduct not rape
