Vini...yes, a stable government structure can have a positive effect on arts....stable governemtns tend to have flourishing economies, which promotes trade, which in turn is good for artisans. With less need to enforce laws, less conscription for a strong military...which unstable governments do...as well as a populace whose personal fortunes are healthy, and who are enjoying the freedom to be able to express themselves, an artist can thrive. Throughout history there have been cultures where a high value was placed upon artisans. The Celts and Etruscans to name just two...and, interestingly enough, they had stable governments.

The major aspect of the influence of art in my opinion is the political climate of the region where the artist lives. A more stable government has more funding for the arts, can concentrate more on aesthetic concerns, and people will have more time to focus on their art and musical pursuits.

You obviously need some sort of stability to ensure that the artist gets his pay or reward.
That said, 'development' is a tricky concept applied to art. There are things on the walls of caves that are more subtle and profound than anything in the current exhibitions.

Unstable Governments are more Prone to, Well, Unstable...ness, like Insurgents, Rebels, people that want to Kill the Government.
When you are trying to kill a Government, you kill its Popularity, And Art is popular, so you kill their artists.
WHEREAS
Stable governments are Powerhouses for Wealth, Art, and Education, which all go hand in hand in a large circle, with Wealth you can have art, which Draws education, which makes more Wealth, which Makes more Art, and More Education...
