Your best bet for free phone tools is to go to Download.com
You can search out the software you want thru there search menu and also use there filter to choose you operating system and if you DO HAPPEN to feel like paying for one.. then you can do that too.

Too bad you didn't tell us WHAT phone you need the tools for. Go to the phone manufacturer's or provider's web site and they have stuff there.

i've got tried goggling it and that i've got arise empty surpassed, i desire it for my Razr yet i've got had no success in looking it for unfastened. sorry o and Limewire has it, yet its riddled with computer virus Viruses so becareful which one u acquire
