Are the internal workings of the HOR/Sen fair to
the electorate? Does each group of voters really
get an equal voice regardless of seniority? Are the
practices constitutional?

equal voice? no, of course not. constitutional, yes.

Probably not perfect equality because seniority does create power but it really matters also on the "prowess" and other personal abilities of the individual. Theoretically they are equal based on their single vote but it's the nature of any body that some people are in leadership positions.
