You'll just have to dip the water out by hand! Seriously, you should be able to advance the cycle using the control knob to the drain cycle. Let it drain the water that;s already in it, then turn it to the rinse cycle and start it again there. And next time, use a detergent meant for the dishwasher. Ordinary dish soap is deliberately formulated to produce lots of suds because Americans are too friggin' stupid to realize the suds DON'T make any difference as to how good a job the detergent does! We see few suds we think the dishes aren't gonna get clean. We dumb!

First trying plunging the sink with the garbage disposal in it. Even if it doesn't have water in it. It may unplug your clog. Next, turn off the breaker switch, cuz no one looks smart electrocuted. (just in case) Your drainage hose is probably clogged. Pull the machine straight out of the hole towards you, but not too quick because it could be a short hose. In such a case you can either try going in to the back of the machine another way, or go ahead an give it a slight tug and let the hose disconnect. May as well unplug the machine while your back there. It doesn't hurt to be too cautious when electricity is involved. Once you have access to the back, if the hose disconnects at both ends, take it off and run a straightened out wire hanger through the hose (if necessary) and take the hook end to the pipe to which it was connected. Hopefully you've already looked in the machine itself to clean out any food or crud inside that may be a source of clog.

put a bar of soap in a swish it around to get rid of suds. You should be able to open the door of the dishwasher without any water coming out.

I've put fabric softener in it to kill the suds. Of course you have to rewash everything but it works. For cleaning up the mess, use a mop.
