It's true that some guys have phimosis till they're 20, then it just gradually disappears, but this is rare. I would suggest stretching exercises and if you do them right, you won't hurt yourself.
Basically, take two fingers and stretch the opening of your foreskin as far as it'll got without major discomfort or pain (like increasing its radius) by hooking a finger on either side of the opening. It may take a few tries to get right, but do this exercise for a few minutes each day for a few weeks to a month. If that doesn't work, there are prescription creams that'lll help. If after another month or so and that doesn't work, consider surgical options (not circumcision). There are some conservative procedures out there that are sure to work (see link).
In the meantime, the smegma issue is rather easy to take care of. Just wash the area with mild soap and water like any other part of the body during a shower. You don't need to wash "inside" it as that could cause irritations. Also, everytime you pee it flushes some smegma away. I would concentrate on stretching the opening so you can pull back your foreskin to take care of it properly, but until then, just leaving it alone will suffice.

You have phimosis, so you WILL probably need circumcision.
I understand that it may sound scary, but in fact you will eventually appreciate that it's cleaner, healthier and has virtually no risks. Nowadays, with anesthesia, is also virtually *painless*.

About sensitivity of a circumcised penis:

there is no good way to remove smegma if you cannot fully retract the foreskin.
You should be retracting the foreskin daily to help improve the situation. If this does not work, you may need to see a urologist.-dd

Wish my parents had left me intact.
But just do stretching, don't overdo it, it will take some time,but eventually the skin will stretch over the head.
Had a friend who did it and after a couple years he was able to fully retract his skin.
As far as whats under it don't worry had a friend who never even tried to pull back his foreskin, and he never had any infections or problems. Even once you can retract just use water to clean under the skin as soap may irritate it.
Hope you don't consider circumcision, because once you are cut your sensitivity decreases by at least half.

Don't listen to people telling you to get circumsized. It's not necessary. You can learn to stretch the foreskin so that proper cleaning can occur. Here is a link with detailed instructions. Hope it helps.

women prefer it
and you look better
all kids should be circumcised
other wise pull down the skin before it gets big
you get a funny feeling when it stretches .but no more pain than if you pinched yourself
nothing can be injured
for some reason every kid is terrified of this ,and it is absolutely nothing to worry about
over in a seccond and no more tight skin
