For training you might look to your local community or junior college. Many of them have set up graphics labs to train people in all the various fields and since local businesses support them to get trained people, usually the equipment and programs are well matched to the state of the industry in the area. On the other hand if you strongly interested something that is not strong in your area, you may find it difficult to get training without moving.
