Remove the spark plug, then attempt to pull the recoil cord. If it will turn over, there was too much fluid in the cylinder, probably from NOT turning off the fuel valve to the carburetor.
If it will revolve without the plug, pull it through 8 or 10 times without the plug. Then replace the plug with a new one.
Be certain that the fuel you try to use is fresh. Old fuel loses its capacity for combustion after about 90 days.

Take apart the recoil next to the motor. Turn the hub and make sure the motor isn't seized or froze up. If it turns fix the recoil. If not bore couple ounces of oil down the cylinder and hope for the best. Little motors are pretty tuff.

Take the 4 screws out that hold the cage around the cord and pulley and remove the cage. Un wrap the cord and carfully rewrap the cord around the starter pulley making sure not to tangle it.Replace the cage and screws and you should be back in business. remember to tighten the screws that hold the cage to approx. 8-10 lbs.
