k what you do is you go into the buying book under pets by the slums dog house, then buy a male or female dog and tell one to try offspring with another.

My girlfriend plays Sims 2 Pets all the time and she says this:
You need to buy or find a male stray dog (or find a neighbor with one). You will need to buy a deluxe dog house for them to go into. It has to be a covered dog house on your lot - not just a bed. Then you need to get the relationship up between the two dogs through interaction. When it's high enough you can command your dog to "Try For Baby With...." the male dog.

It means she wants puppies. Buy one of the breeding houses and breed her with another dog to have them ;)
