If you are talking about large countries then there is probably no way as they will always have fairly large armies and interests all over the world, that is true of US, Russia, China, France, UK and some others. But if you are referring to the smaller countries that put so much of their GNP into military arms I agree that there must be a way to encourage them to use wealth to help their own people with education, medlical care, etc. But I think we have to face the fact that in many of these nations tribal,religious and area politics make the area so unstable that they end up with military dictatorships and huge armies. In Iraq the violence is between Shiites and Sunnis with the US soldiers caught in the middle. When Saddam was in power the Sunnis (a minority) were violent toward the Shiites,the shoe is now on the other foot. Revenge is a powerful tool. In the Middle East even though there is so much hatred directed toward the US and the West, they are still having internal wars as in Lebanon and Syria on Lebanon and the problems in the Sudan. In terms of the superpowers, I used to feel the same way that you may, but I have come to see that rather than being a threat they are also the best chance of peace. The United Nations is supposed to be give the world the best chance for peace and advancement but has ended up being just dominated by small states with violent interests. On the other hand even Russia and China have taken steps to stablize regions (North Korea, etc). Good question but you may only get unrealistic or slanted answers.
