Two other possibilities: pennies and quarters, and dimes and quarters.
Pennies and quarters: x + (25)(40 - x) = 200.
24x = 800.
x = 33.3333. No good.
Dimes and quarters: 10x + (40 - x)25 = 200.
x = 53.3333. No good.
Try a solution of all three together: 200 cents in 40 coins; the average value of which is 5 cents. Are fifty-cent pieces allowed? Dollar coins? I'm stumped for the time being.....

$ .50 x 1 = $ .50
.25 x 2 = $ .50
.10 x 7 = $ .70
.05 x 60= $ 3.00
.01 x 30= $ .30
TOTAL: $ 5.00

100 coins = $5.00 take 100 nickles. 100 x .05 = 500 or $5.00
