umm, well, no sum with an i in it can ever equal a sum without one, unless the i is to an even power.

-3i + -10i = -13i... and that just can't equal 4.5.

I'm guessing we're missing part of the question, but there ya go.

False, because -3i-10i= -13i, and no expression with and imaginary number can equal a real number without having being taken to an even numbered power. So, a) You're either missing part of the question or b) it's False
