If the problem is in everything....
Right click on the desktop
Select Properties
Click on the Settings tab
There will be a slide bar on the center left. Move that bar to the right (more) to make things smaller.
If the problem is only when using Internet Explorer (web sites and e-mail) then...
Open Internet Explorer
Hold down the Ctrl key
Turn the scroll wheel on you mouse and it will make the letters either larger or smaller

Sounds like your resolution is set too high. Right click on your desktop (not on any icons, just the wallpaper), go to properties and settings.

At the top of your browser there is a arow of options
file edit view, click on view and scroll down to text size you can make it smaller there. I hope that helps your problem.
