When it rains on a really cold day, the water freezes and turns into snow.

I believe it to be so.

Snow is frozen precip or rain in the frozen form

it begins in the clouds as water dropplets that freeze then when they become to heavy for the clouds to hold they fall as snow

snow comes from the chemical argonocarbonicoxide. it is a formed when helium mixes with argon in the air creating a tornadoe effect suking up all the oxygen and compressing it into one solid ball of argonocarbonicoxide. which is compressed frozen water.
