Years ago when I ran fire and rescue, we had something similar on the top of one of our ambulances. The switch in the cab was labeled "stingray light", but it was not the same thing. I have also heard the term "cyclone light", but that didn't yield anything with my internet searches.
I checked a number of emergency light manufacturers (Whelen,Federal Signal, Code 3, Able 2, Tomar, and Star Headlight & Lantern) and no luck!
I am begining to think that it's something custom made by the truck manufacturer's, but I don't see anything on the E-One's site.

Not sure but I do believe it's main use is only during Parades. I've never seen one going down the road with one on. This may help you search a little better.
