I will have to second the answer already given. I have been to many Japanese Buddhist Temples as well as some in Thailand and I have yet to have any contact with any of the monks or folks that work at the temple. There are no "Tibetan" places in Japan. All "Tibetan" places are by definiton in Tibet. True - Japan and Tibet both have Buddhist religion. Buddhism is the largest religion in Japan. A distant second is Shintoism. Arriving at a temple one morning and being ushered in and doted on as the visitor of the day just isn't going to happen.
There are many people in Japan that know a little English but even when you find one that speaks English well there may still be some difficulty in truly communicating. I would say that the majority of Japanese people can not speak English well enough for you to have a clear conversation with them. If you are interested in learning more about Japanes Buddhism then the first order of business is moving to Japan which can be a tremendous challenge in and of itself. If you are here already or when you get here - then the next step would to meet some Japanese friends that will help you. Japanese people by and large are very friendly to gaijins. They are generally very nice, friendly, and polite people and willing to help you. Good luck

There's not likely to be any. Most people in Japan speak Japanese only. Many know limited English. There is no reason to know English in a temple setting. Although you may find someone there that know's English.
